You are invited to submit a proposal to develop and execute the process for renewing West Central Women’s Resource Centre’s 5-year strategic plan. Please submit your proposal electronically to Lorie English, no later than the end of the day February 16, 2024.

The requirements for the project and evaluation considerations are included below. Inquiries should be directed by email to [email protected]. Please note that this request for proposals does not constitute a guarantee on the part of WCWRC that a contract will be awarded.

No payment will be made for costs incurred in the preparation and submission of the proposal. WCWRC appreciates your consideration to support the work of our organization.

Strategic Plan Requirements

 

1. Summary

WCWRC requires a renewed strategic plan and is seeking an agency to work with the Board of Directors, WCWRC staff and community to design and execute a process to develop this plan.

Please see below for the project description and requirements and submit a proposal by February 16, 2024.

3. Project Overview

In partnership with the WCWRC board of directors and staff, develop and execute a process to create a 5-year strategic plan for WCWRC.

4. Scope of Work and Deliverables

Develop and execute a plan for the necessary research, consultation, writing, and validation to develop a 5-year strategic plan for WCWRC including:

• A reimaging of organizational values – including an emphasis on embedding anti-oppression, anti-racism, and decolonizing frameworks to community work
• Engagement process for multiple levels of stakeholders
• Integration and alignment with existing stakeholder strategies/plans
• Review of key organization documents including past strategic plans, and staff values
• Goals, objectives & strategy
• KPIs & reporting template for all the above, including evaluation framework.
• Cost of plan implementation including budget considerations and costs

5. Expected inputs and validation

Applicants should include a plan for incorporating input from the following stakeholders, including the number of consultations, focus groups, surveys, town halls, interviews, etc. in their project plan.

• Partner organizations

6. Evaluation Considerations

Proposals will be evaluated on the following criteria:
• Proposed strategic planning process/methodology including:

• Approach to strategic planning
• Proposed project plan
• Proposed project timeline with major tasks and milestones.

• Experience in the non-profit sector, specifically social service provision for vulnerable and/or marginalized communities.
• Experience using anti-oppression, anti-racism and decolonizing frameworks
• Experience gathering and analyzing data that effectively translates into meaningful recommendations
• Understanding of and experience using a gender-based analysis
• Project budget and fee structure
• Identification of team members to be involved with the project and their role/experience
• Client references

Please provide examples of past consultation and strategic planning work completed with similar organization and scope including samples.

7. Timeframe

Proposals are being accepted until February 16, 2024.
Applicants are expected to complete the project by August 31, 2024.
